overview of the general human rights situation in haiti during the interim government

Introduction 

 

After the resignation and depart of Jean Bertrand Aristide on 29 February 2004, the President of the Republic's Supreme Court, Mr. Boniface Alexandre, took the oath of office in the presence of the resigning Prime Minister, becoming the new Provisional President of the Republic (See Overall Human Rights Situation in Haiti on the eve of elections. at www.rnddh.org/article.php3?id_article=228rap).  During the night of 29 February 2004, the Security Counsel of the United Nations voted for resolution 1529, authorizing the immediate deployment of a multinational force (MIF) to Haiti.  A counsel was formed to complete the consultation process, in doing so; the counsel designated Mr. Gérard Latortue as the Prime Minister.  The Interim government became officially operational on 17 March 2004.   

 

With the adoption of Resolution 1542, on 30 April 2004, the Security Council of the United Nations created the United Nations Stabilizing Mission in Haiti (MINUSTAH).  

 

On the basis of a document called the "Consensus of Political Transition" dated 4 April 2004, the government made several commitments.  Among these, the government committed to the promotion and respect of human rights through analyzing efforts made and results obtained.  In order to carry out the mission of the transitional government, some others commitments including to:

 

§         Guarantee the security for the population, by dismantling the armed groups and reorganizing the Haitian National Police; 

 

§         Adopt urgent measures to fight against impunity in all forms, as well as initiate judicial reform;

 

§         Assist victims obtain justice, especially those who were affected by the events surrounding 29 February 2004;

 

§         Launch an urgent economic and social program in order to revitalize the business sector thereby relieving the population;

 

§         Make provisions with the intention of holding elections; and 

 

§         Accompany victims of the cooperative scandal by way of in their search for justice and reparations. 

 

And what of has become of these commitments of the transitional government?
